C'ioh is, first and foremost, a thief without impulse control. He has no mind when he sees a prize he wants, and will go to great lengths to build facades or stalk a person to retrieve whatever that prize may be- including killing that person, should the location and timing be optimal. He doesn't get a joy out of killing, moreso that he doesn't so much recognize what he's doing- he's materialistic, and a life is sometimes just a wall or obstacle that he has to overcome. That being said, he will kill for a job, but not on a whim if there's no immediate gain to him. And while he may not feel regret or remorse, something does click in his mind that he's done wrong; by killing, not stealing.

There is a separate twist to this, however. If the person in question manages to talk to him or distract him, his perspective and goals quickly change. He finds it difficult to dispatch a life when there's now a personality and voice adhered to it, and it becomes ever increasingly difficult should that person show him kindness. He has, on more than one occasion, given up on a trinket and made something of a friend from the person, instead.

In the subject of accidental killing, he is more wont to flee than try to make amends for it. He'd rather wash his hands of the blood and forget about the ordeal than be bogged down by self hatred or remorse, but again, he knows what he did wasn't right. Does he care? Not too terribly, no. He'll move on within the day, seemingly detached from the crime as a whole.
