Limsa Lominsa

On the southern coast of the island of Vylbrand, under the shadow of ancient cliffs worn by the relentless onslaught of the Rhotano Sea, lies the marine city-state of Limsa Lominsa. Said to be blessed by the goddess of navigation, Llymlaen, the city is spread out over countless tiny islands, each connected by sturdy bridges of iron and wood construction, earning her the name the "Navigator's Veil" from traveling bards who have witnessed the city's beauty from afar.

Limsa Lominsa is a traditional thalassocracy, with power lying in the hands of the ruling party and its leader, the Admiral. Its economy is driven by shipbuilding, fishing, and blacksmithing, but the majority of wealth comes from the lucrative shipping industry.

To maintain the safety of its maritime routes, the city employs a formidable navy known as the Knights of the Barracuda. However, even in the waters nearby the city, pirate bands run rampant, reaving and pillaging.

History

In the year 874 of the Sixth Astral Era, the Galadion and its Sea Wolf crew set sail after a failed rebellion, and eventually ran aground at the southern coast of Vylbrand. The ship carried two Elezen helmsmen. The two of them, navigator Jean de Nevelle and adventurer Guy La Thagran were tasked with exploring the island, and found it to be fertile.

Under the leadership of Admiral Elilwaen they build a small village in what became to be called La Noscea, the area named after a second lodesman who died of scurvy two days before landfall. Unknowingly however, they had trespassed on the domain of the kobolds. After a few skirmishes the crew was forced to return to the bay where the Galadion had stranded. From their ship they built bridges to the small islands and exposed reefs in said bay and Limsa Lominsa was born.

In it's early days Limsa Lominsa was a place for refugees without coin. The Lominsans lived in poverty despite La Noscea's rich resources due to continued hostility with the kobolds. They were still sailors however, and thus turned to piracy for survival. They build warships from wood originating in the few scant forests of Lower la Noscea and began to attack the merchant ships sailing the Rhotano sea. It was through piracy that Limsa Lominsa grew larger. Members of captured crews were often given the chance to join the ranks, and Plainsfolk came from the south sea isles for the for drawn by rumors of cheap wares.

The pirates began to organize themselves into actual crews as their numbers grew, and as the amount of crews rose, so did the number of quarrels over territory and shares of plunder. This erupted in violence in 940 of the Sixth Astral Era, which continued for 23 years, until Agatzahr Roehmerlsyn assumed admiralship in 963: Peace was reestablished through his reforms and Limsa Lominsa became mighty under him.

Admiral Roehmerlsyn also established the Trident, which reliably produced leaders who served for terms of seven years at a time, although it was by no means unheard of to be in office longer. This lasted until 1563 when Merlwyb Bloefhiswyn came into office. She shockingly declared piracy illegal, a deed which was decidedly unpopular, as it took away a mainstay of Limsa Lominsa's economy.

Some resistance fell away through negotiation and the explanation of her goals, but the strongest opposition was silenced. She also demonstrated her leadership, as not only did Titan fall, by the hands of the mercenary band she hired, The Company of Heroes, but Leviathan as well, working alongside the Knights of the Barracuda.

The final reforms were the establishment of the Maelstrom and the Galadion Accord, which bound the pirate crews to the Grand Company, and therefore her command.
