Cordia tas Anatolus is a spy in the service of the Garlean Empire. She operates under the alias E'ranmaia Lhea, assuming the personality of a scrappy, troublemaking thief. She, along with countless other spies, work to wriggle themselves into every corner of Eorzea, from the Ishgardian inquisition, to the chocobo stables of Gridania, to the halls of the Sultansworn. Cordia's objective is Eorzea's seedy criminal underbelly.

Cordia tas Anatolus has a controlled sort of dual personality. She's been trained to snap between the two modes at will. Cordia is her true self; E'ranmaia is the character beaten into her through five years of relentless training.
Cordia is simple in thought and rigid in action. She's a dutiful servant of the Empire, indoctrinated from birth to suppress any emotion which might get in the way of that. Little glimmers of her personality sometimes shine through - a subtle lilt of perkiness in her voice, a smidge more enthusiasm for any assignment involving mud, sunlight, or sweat. But for the most part, she does what she's told and thinks of little else. She's an idealist, believing wholeheartedly in the goodness of the Empire. She sees her nation as missionaries, not conquerers. To her, their objective is not to annihilate a realm of savages, but to enlighten the Eorzean peoples to a more peaceful, civilized way of life. In her naivete, she believes the rest of the Empire shares her outlook.
E'ranmaia is a tomboy, a thief, a flirt. She's ruled by endless curiosity and an insatiable need for adventure. The only time that devilish grin disappears is when she's left out of something, or not let in on the day's juiciest secret. She's eager to prove herself, enthusiastically leaping into any task which might curry her a little favour. She's most at home swinging through the treetops, or better yet, throwing punches at the heart of the action.

General
Cordia is an agile and energetic pugilist. Though she is somewhat lacking in brute strength, she is quicker and more acrobatic than many of her opponents. She craves the adrenaline high of direct combat, but logically knows that her skills are better suited to avoidance.
She had been forced to learn thaumaturgy for the first fifteen years of her life. Despite those years of study, she remains awful at it. Her internal aether is little more than a faint wisp. Because of this, she also has trouble with teleportation and the more magically-enhanced techniques of pugilism. She experimented with conjury for a short time, but quickly denounced it as even more hopeless than thaumaturgy.

History/Timeline
Twenty years ago, when Ala Mhigo was "liberated" by the Garlean Empire, one of those captured was a very pregnant Miqo'te. The child she soon gave birth to was only hers to hold for a moment; the girl was whisked away, never to know the names or faces of her birth parents. She was transported to a small complex called Juthan, on the continent of Othard, where her new foster parents named her Cordia tas Anatolus. Her foster parents were not just parents, but scientists; Juthan was not just a community, but one large laboratory of sorts. It was here that the children of conquered nations were being raised as subjects to be studied, to glean information from.
For the first fifteen years of her life, Cordia and her peers were studied on their abilities to manipulate aether - magic, which pureblood Garleans were curiously unable to harness. What made them different? Cordia, though, was never quite as adept as her fellows. Perhaps she herself was half Garlean, or perhaps she was just impotent.
After the catastrophic embarrassment at the fields of Cartenau, the Empire's plans changed. If they were to march into Eorzea once again, they'd need more information, more influence, more subtle power to manipulate the political landscape of the city-states from within. Like they'd done in Ala Mhigo, they'd weaken the Alliance with internal strife before diving in for the checkmate. Spies were in high demand.
Cordia, who'd been rather useless in helping the Empire learn anything at all about magic, suddenly had a niche of her own. Who would suspect a Miqo'te, and a teenager at that? Youth also made it easier to slip into a role, to integrate oneself with a society completely opposite from one's own.
Espionage specialists wrote her a character, much as one would write a character for a play or a novel. She would learn to live life as this character - E'ranmaia Lhea - as naturally as she had lived life as Cordia tas Anatolus. E'ranmaia Lhea was a completely fictitious creation, every aspect of her personality meticulously chosen to suit her objective. If Cordia adhered to her character standards - and the nine hours of daily training would ensure she did - E'ranmaia would be virtually indistinguishable from any born-and-bred Eorzean.
Five years later, the Empire's newest agent was ready for deployment.
