General Information
If you see her at all, it'll be most likely in the Brume. Left homeless after the Dragonsong War, she didn't have much elsewhere to go. Approaching her wouldn't be much different from approaching others in that dreary place. If she acknowledges to begin with, she wouldn't seem very friendly. Though can she be blamed? The combination of being cold and hungry most of the time would leave anyone in a foul mood. In fact, even if you've spoken to her before, it wouldn't change much. She's not quick to trust others in the least, and it'll take even more than that for her to call anyone a friend. But once you get past her rough and prickly exterior, she's a loyal being to a fault. And always honest, even if it's not what others want to hear.
Appearance
She looks.. well, like most residents of the Brume do. Ragged and dirty. Unfortunately, baths for her are rare... But at least the cold weather doesn't make the smell obvious from a distance. She owns only one set of clothes, which clearly look a little threadbare, and maybe also could use a wash. Other than the off chance that you could smell her before you see her, it's hard to tell what her natural hair color is under all that grime. It looks a dull brown most of the time, but some have claimed to see that it has a red-ish tint when clean. The one thing that filth can't change, at least, is her eyes. Which are a russet brown hue, with golden-looking flecks when in light. Anything else of note is hidden most of the time beneath her bangs, and it's a scar going across her forehead.

Mannerisms
She always looks like she's staring into the void when she's not looking at someone, the way her eyes get distant. Though even those who know her best know that it's for no particular reason at all. Others may think that her arms are permanently crossed against her chest forever, by how often she holds them that way.
Philosophy & Ideals
Faith. She trusts that Halone will help guide her actions. She has faith that if she works hard, things will go well. Honesty is another. She believes that no one should hide themselves beneath any kind of mask, be it physically or emotionally. Respect. All people, rich or poor, deserve respect in her opinion. Despite this, she also believes in free thinking. Everyone should be able to voice their thoughts, even if it isn't always kind.

Early Life
Childhood
Rachelle was born right in her childhood home, ruining her mother's favorite rug as she was told. Luckily her parents were friends with a physician who lived nearby, because she was born breech.. trying to greet the world feet first rather than the other way around like she was suppose to. And a little over a full moon early, but luckily there were no major health issues. The only thing her parents could have complained about was the stomach problems she had in her first two years of life. It left her crying quite often, but seemed to just resolve itself in the end. Otherwise, she was a rather happy baby, and seldom cried unless she needed to. Of course, that was changed when Rachelle reached the age of five. Her family was never the wealthiest, and as such, lived closer towards the edge of Ishgard. And so, during one of the battles of the Dragonsong war, that childhood home was ruined. Her family left homeless, Rachelle was given to her aunt Pixenne.. her mother's twin sister. They were invited to stay as well, despite the little room Pixenne had, but Rachelle's parents declined. They thought they would be able to do just fine on their own... but were proven wrong. Just a moon or two after losing their home, Rachelle's parents were found frozen stiff, and dead. The details of how they ended up that way aren't entirely known, but Pixenne still set about raising Rachelle on her own. Her own husband and son had been victims of the Dragonsong war as well, so she became rather protective of Rachelle. She was taught everything her aunt could teach her, plus a little from the astrology Pixenne practiced.
Adolescence
Dispite her aunt's wishes, Rachelle wanted to learn to use the sword in her Adolescence. All she knew at the time was that the war made everyone sad. So, if she could help fight and win that war.. life would be better. She never quite got that far, but managed to sneak away for lessons every once in a while. Her instructor was the father of the same man that helped birth her some thirteen years ago at this point. He was a free paladin, and was instructing his grandson as well, who, was merely two years older than Rachelle. He was Elezen like the rest of his family, with blue eyes, and golden hair that he always kept in a braid. They often teased each other about whose hair was longer. His name was Eliott, and they most likely would have been childhood sweethearts they way they got along... Had Eliott not left for war while Rachelle was forced to stay behind. Pixenne wouldn't let her go, just so she could lose the last family member she had. And so, Rachelle hung up her practice sword in favor of a broom, so that she could work with the chocobo in the Ishgardian stables. Or.. more-so just clean up after them. Things continued like this into Rachelle's adulthood, and all the while she kept an eye out for the day that Eliott returned.
Adulthood
No more than a full moon after her eighteenth birthday, Rachelle found herself homeless once again. The culprit was the same, a battle from the Dragonsong war. It happened around the same time as the Calamity, and it destroyed another piece of the city.. which included her aunt's home. Only this time, her aunt was buried under the rubble of it. Rachelle found herself lucky enough to escape with just a cut on her forehead... but she would never consider herself lucky. This time, she had no family left, and no one to turn to for aid. Still, she was more resilient than her parents had been, and she adapted to Brume life quickly. The stables still let her work there sometimes, though she was more often paid in food and fire than with gil. Not that she minded most days, as it helped her survived. After she heard word that the Dragonsong war finally ended, she expected any day for Eliott to come back.. but she never did see him walk through those gates.
Recent Times
To this day, Rachelle still lives in the Brume.

This character is homeless, and resides in the Brume of Ishgard. This means that she's poor, often cold, and often hungry. It's also clear that baths are not common to the people that live there. Most people from this area are thought of as trouble-makers and pickpockets.

Policy
I don't know so much about policies, per say, but I personally believe that OOC communication is very important with RP. If there is something in the RP that you don't like, talk to the other person about it. Rather than bicker about it like children, sort it out like adults.
- Another thing I will say is that IC does NOT equal OOC! My characters are very different from me, and will not make the same decisions, actions, or say the same things that I would! I RP them to be their own people, not myself!
