Backstory:
R’phael was born in the Sharlayan colony located within the Dravanian Hinterlands. He is, along with his brother R'mhiel, the half-breed son of a miqo'te woman who worked as a librarian in the Gubal Library. His father was a hyuran-looking foreigner who'd spent some time in the colony for the purpose of research.
From an early age, R’phael had an inquisitive mind with a thirst for learning how things work. He was particularly interested in various automata, and was known to disassemble his wind-up toys. Even the occasional mammet was not safe from his tinkering. This interest also extended toward the field the natural philosophy, where one learns how the universe works through studying the characteristics of celestial bodies — that is, Astromancy. However, R'phael's interest in Astromancy was directed more toward the mathematics of the field than toward the lore. During his later adolescence, R'phael gained acceptance into the Studium as a student of Aetherial Technology (with a focus on machina and automata). Later, as a young man, R'phael's work with automata became significant enough to earn Archon certification.
However, it was during this time that R'phael started running with a crowd of — as viewed by the Studium’s elite — degenerates engaged in vulgar pursuits that deviate from the standards of dignified and credible academia. In the eyes of some, such people were not far removed from criminals. It was amidst these delinquents that R’phael gained an interest in more controversial and forbidden areas of aetherial technological study — and particularly in magitek.
Thus, in the pursuit of such interests, R'phael ultimately left Sharlayan. The drive for technological acuity led R'phael into a life associated with sky piracy, in which he operated under the moniker of "Gaelicat." It was through such theft that R'phael would seek to obtain rare knowledge and technology.
During one such heist, this time in competition against a Garlean company, R'phael was captured. However, he escaped death through his father's intervention. His father turned out not to be not a foreign academic, but a Garlean agent by the name of Aeson het Martialis. A former Primus Frumentarius appointed to the new office of Magister Officorium, Aeson holds jurisdiction over Garlemald's Imperial Courier Service which doubles as an intelligence and surveillance agency — the Agens in Rebus and their Curiosi. Therefore, it was no coincidence that R'phael met his father after capture; Aeson planned the meeting. Through intelligence gathering and investigation, Aeson predicted which targets would most appeal to his son. He then used this information to bait a trap for R'phael. After capture, the cost of R'phael's life was his conscription into the Empire.
Currently:
R’phael is an Agens in Rebus (tr. “Those Active in Matters”, colloq. “Magister's Men”). As Imperial Couriers, official duties of the Agens in Rebus can include: handling communication systems; delivery of imperial commands; carrying warrants; customs agent; billeting soldiers; arrest of senior officials; providing armed escorts; and the enforcement of imperial regulations. They can also serve as ambassadors. Some have been called upon for assassination.
Specifically, R’phael is a member of the Curiosi, an intelligence unit within the Agens in Rebus. Members of the Curiosi sit outside the jurisdiction of provincial governors and have the authority to act as inspectors and secret police for the Emperor. As a civilian militia, the Agens operate separately from the military associated frumentarri and are arranged in corps similar to that of a cavalry unit. Senior agents are appointed the title of Princeps Officii, while the organization itself falls under the jurisdiction of the Magister Officiorum. Unless otherwise stated by higher ups, Curiosi are immune to prosecution in civil and criminal cases. For fear that such immunity will lead to corruption and abuse of power, one critic refers to the Curiosi as “sheep-dogs who joined the wolf pack.”
As a cover for his imperial operations, R’phael claims to be a Sharlayan-born employee of the Whirlycog Tinkershop—an Idyllshire-based automata workshop (read: magitek chop shop) owned and operated by a goblin named Chopix.
Scars & Markings:
He as a scar spanning from above his right eyebrow and down that side of his. He has another scar in his left jaw. He also has a peculiar tattoo on his right cheek (although it is usually obscured by his hair).
Prosthetic Right Eye:
Gubal Glass, now with Libra! A Tactical Augmented Reality Lens that is functionally like the Libra, Scan, Peep, or Intel.
Handicap — Aetherial Instability:
(More like the canonization of the roleplayer's constant misclicking of teleport destinations and the misfortune of ending up in the wrong place.)
For REASONS, Phael seems to have trouble with aether-related activities. As a result, he is leery of teleportation spells. At least, not without the aid of an aetherial resistor — a component used to regulate the flow of aether.
Voice:
Mid-ranged
Clothing:
It depends on what he is doing, but he leans toward clothing choices that are more modern.

Logician

R’phael is a skeptic who puts little weight to matters of faith. When facing a problem, observation and analysis holds more sway than does emotion. He tends to approach situations with a pragmatic attitude. Mostly an introverted person, he is often accused of being emotionless, but that is far from truth. He just prefers to keep heavier things to himself. When interacting with others, he can be quite affable, if a little aloof when the topic turns to personal matters. If the topic at hand is of an intellectual nature, he can come across as arrogant or condescending. He’s even been known to refer to Garleans, of all people, as primitive armatures. This is a bias that stems from Phael’s Sharlayan upbringing, where war is seen as a practice of barbarians.

A villain whose name shan't be spoken, lest she appear.
Ziuz'a Molkoh ( ) ( PC )
Master of Knocking Things Off Tables. Because... Bored.
Handler, bodyguard, and personal teleporter.
R’chael ( ) ( NPC )
Mother
A librarian who lives in Sharlayan.
Aeson het Martialis ( ) ( PC )
The Silver Fox, Magister Officiorum, Avid Bird Watcher and Bingo Player
R’phael’s biological father. Aeson was Praetor before his retirement. During his lifetime, in order from most recent to earliest, Aeson also served the empire as a Magister Officiorum, Primus Frumentarius, and Frumentarius. Although he is now retired, and officially spends his twilight years bird watching and playing Bingo, Aeson still holds strong ties with the intelligence community. He may serve as a recruiter for special-ops when encountering people that meet specific guidelines.
Renaldus pyr Martialis ( ) ( PC )
Renren, Renegade Renaldus, Cavalry Commander
Ren is one of Aeson’s legitimate children; specifically, the youngest. Currently, he is a Petty Officer within the Garlean Empire. Specifically, he holds the position of Decurion and commands a 10-man unit of elite, magitek-outfitted, cavalrymen. He was stationed in Doma up until its destruction. While in Doma, he was known to patron the local taverns and to be an imperial willing to lend a sympathetic ear to non-citizens. He even made friends with some of the Domans, and might have taken a lover. Yet, however laid back and affable he may seem, in the end, he upheld his duty to Garlemald.
R’mhiel Tia ( ) ( PC )
Archon, Studium Professor, Sharlayan Scholar, Archmagis of Summons, Member of the Bibiothec
R’mhiel is R’phael’s (older) twin brother. Unlike R’phael, R’mhiel is extremely adept at magic. He is a taciturn man who strikes terror into the hearts of his students for how harshly he grades. To this day, Alphinaud wakes, with cold sweats, from nightmares about Professor R’mhiel’s exams. Oddly, Alesie fared well in R’mhiel’s classes.

◢ Uncommon Rumors - A little more difficult to hear. Use sparingly or ask first!

Cheeky Lad: “He claims to be an adventurer, but I heard he's really a Sharlayan sky pirate.”
    Dreamy Girl: “Wow! How romantic!”
Skeptical Boy: “Really. But I've seen him around The Seventh Heaven. He's an adventurer, obviously. At most, maybe one that works with the Scions.”
Dreamy Girl: “But he's got gun and seems to know something about magitek... Oh, I know. Maybe he's with the Ironworks? Like, a Garlean antihero who turned away from darkness and now helping out the good guys!”
Cheeky Lad: “A Garlean antiwhatnow? That's just silly. Then he wouldn't be a Sharlayan sky pirate! So, it's not like that, at all. Now, you didn't hear this from me, but I heard he pirates all sorts of hard-to-get things for Rowena. Like black market stuff.”
Dreamy Girl: “What?! Rowena has black market stuff?!”
Skeptical Boy: “Oh, of course not! Mom said to stop spreading fibs!”
